The UAE Central Bank fine announced on Friday 30 October is a heavy one. The Central Bank of the UAE (CBUAE) has imposed a financial penalty of AED200 million on a branch of a foreign bank licensed in the country, after its examinations found serious and repeated failures in the branch’s anti-money laundering controls, Emirates 24/7 and WAM report.
The central bank did not name the bank. It also fined two of the branch’s senior managers personally and ordered a full clean-up of its compliance work.
Key points
- AED200 million penalty on a UAE branch of a foreign bank, announced on 30 October 2026
- Examinations found significant, repeated failures in AML and counter-terrorism financing controls
- Personal fines of AED500,000 for the CEO and AED300,000 for the Head of Compliance and MLRO
- Mandatory remediation programme under independent validation
Why the UAE Central Bank fine was imposed
The CBUAE said its examinations revealed significant, repeated failures in the branch’s framework for anti-money laundering and combating the financing of terrorism and illegal organisations. The same findings covered governance, compliance management and the branch’s sanctions framework.
The penalty was imposed under the Federal Decree Law Regarding the Central Bank and Organisation of Financial Institutions and Activities.
Fines for the CEO and compliance head
The central bank did not stop at the institution. It said the two officials below had failed to fulfil their responsibilities and duties:
| Penalty | Amount |
|---|---|
| Foreign bank branch | AED200,000,000 |
| Chief Executive Officer | AED500,000 |
| Head of Compliance and Money Laundering Reporting Officer | AED300,000 |
On top of the fines, the bank must carry out a mandatory remediation programme that will be checked by an independent party. The CBUAE also ordered a fit-and-proper reassessment of the Chief Executive Officer and the Chief Compliance Officer, which means a fresh review of whether they are suitable for their roles.
What it means for the UAE banking sector
The CBUAE said it uses its supervisory and regulatory powers to make sure all banks, their decision-makers and staff follow UAE laws and its own rules, to protect the transparency and integrity of the banking sector and the wider financial system. Gulf News reported that it is the biggest penalty on a bank this year. It matches the AED200 million fine imposed on an exchange house in May 2025. Another foreign bank branch was fined AED20 million in June this year.
