Dubai has approved the Dubai Digital Authorisation System, which lets individuals and companies authorise someone else to complete certain transactions on their behalf. The Executive Council of Dubai approved it on 27 October at a meeting chaired by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai.
The system only covers low-risk services, meaning services that do not need a notary public or legal attestation.
Key points
- Individuals and companies can authorise others to complete low-risk transactions for them
- Only services that need no notary public or legal attestation are included
- Runs on a platform developed and operated by Digital Dubai, with UAE PASS verification
- Paperless and real-time
- No launch date or list of covered services has been announced yet
How the Dubai Digital Authorisation System works
The system runs on a digital platform developed and operated by Digital Dubai. It gives users a secure, real-time and paperless way to create, manage and activate authorisations. Identity checks go through UAE PASS, the UAE’s digital identity, and the system connects with digital apps and services so the experience is the same across service channels.
In simple terms, it is a way to give someone permission to handle a transaction for you, with that permission created and checked online instead of on paper.
The targets set for the system
| Target | Goal |
|---|---|
| Digital experience through one unified platform | 100% |
| Effectiveness in combating fraud, disputes and operational risks | 100% |
| Score on the Customer Effort Index | 90% |
The Customer Effort Index looks at how much effort customers need to make to get a service done. The government says the system should enable proactive services while cutting effort and simplifying procedures.
Why fraud protection matters here
Fighting fraud is one of the system’s stated goals, and identity checks through UAE PASS are central to how it works. Scammers already use fake voices and videos to pretend to be other people, as our guide to deepfake scams in Dubai explains, so it is worth knowing which official channels can be used to act in your name.
Part of Dubai’s digital government push
Sheikh Hamdan said Dubai ranks second globally in the 2026 Smart City Index and that the aim is to set a global benchmark for digital government services in ease of access, efficiency and integration.
“Today, we approved the Digital Authorisation System for individuals and companies to deliver a unified and trusted government experience that serves society and business, and reinforces Dubai’s position at the forefront of digital government.”
