Spain and Italy have entered a fresh dispute over migration and border management after Madrid moved to introduce tighter checks on travellers arriving from Italy, adding another layer of tension to Europe’s increasingly divided debate over irregular migration.
The disagreement comes as southern European countries face continued pressure from migrant arrivals across the Mediterranean and Atlantic routes. Spain has already been under growing pressure from irregular migration to Spain through routes including the Canary Islands, Ceuta and Melilla. Spain has argued that stronger temporary controls are needed to improve security and manage irregular movements, while Italian officials have raised concerns that unilateral measures could undermine the European Union’s principle of free movement.
The issue is particularly sensitive because both Spain and Italy sit on some of the EU’s busiest migration routes. Spain has faced significant arrivals through the Canary Islands, Ceuta and Melilla, while Italy remains a major destination for boats departing from North Africa and crossing the central Mediterranean.
Spanish authorities have defended the tougher measures as a response to changing migration patterns and increased pressure on border services. Officials say the controls are intended to identify irregular movements more effectively and prevent people from moving across the EU without proper documentation.
Italy, however, has criticised the move and warned that shifting responsibility from one member state to another will not solve Europe’s migration problem. Rome has repeatedly called for a wider EU strategy based on stronger external borders, increased returns for people without legal status and greater cooperation with countries of origin and transit.
The dispute highlights a broader problem facing the European Union. Under the Schengen system, most internal borders are normally open, but governments can temporarily reintroduce checks when they believe there is a serious threat to public order or security. Several European countries have increasingly used this option in recent years, particularly in response to migration and security concerns.
Critics argue that the growing use of national border controls risks weakening one of the EU’s most important achievements. Supporters, however, say governments must be able to respond quickly when migration systems become overwhelmed.
The political dimension is also significant. Migration remains one of the most divisive issues in both Spain and Italy, with governments under pressure from opposition parties demanding tougher action. At the same time, humanitarian organisations continue to warn that stricter border policies can push migrants toward more dangerous routes and complicate access to asylum procedures.
The latest Spain-Italy dispute comes as the EU attempts to implement its wider migration and asylum reforms, which are designed to distribute responsibility more evenly among member states. But disagreements over border controls, returns and relocation mechanisms show that finding a common European approach remains difficult.
With migration flows expected to remain high during the summer, the disagreement between Madrid and Rome could become another test of whether EU countries can balance national border policies with the bloc’s commitment to free movement and shared responsibility.
